ACHIEVEMENTS
The department participated in the design, implementation and monitoring of all the major civil service and wider public sector reforms. The notable ones are;
- civil service reform programme ( 1987- 1993)
- civil service performance improvement programme (1996-2003)
- public financial management reform programme (1997-2003)
- decentralization Reform ( 1982 – date)
- sub vented agency reform ( 1998 – 2003)
- Ghana Central government Project (2003-2012)
- Through the conduct of job inspections nationwide in 1987, the size of the civil service was reduced from 147,000 to 93,000 between 1987 and 1993
- Staffing norms have been developed to inform the structures of MDAs/ MMDAs and establishment levels.
- The department spearheaded the establishment of client services units in MDAs to deal with public complaints and provide information to the public about their institutions
- The department also participated in Both local and international consultancy assignments which resulted in savings to government of Ghana ( ministry of Roads and transport; ministry of health; private sector ministry)
- MSD undertook Technical studies that resulted in the establishment of service delivery standards for MDAs ( passport office, DVLA)
- Administrative Decentralization 2014-2018
- Teamed up with PSC to undertake nationwide staff Audit to clean government pay roll of ghost names ( 2015-2018)
- Undertook job evaluation studies for the implementation of the single spine salary structure in collaboration with fair wages commission 2008
- With its experience in the design of appropriate structures for work in the civil service, MSD championed general reviews of organizational structures in MDAs to realign them, eliminate duplicated functions and ensure that homogenous activities are grouped together to maximize the use of human resources.
- Continuous systems and procedures studies with the aim of realigning functions and improving service delivery practice of MDAs
