About us
MSD was originally set up as Organisation and methods unit under the establishment secretariat, and later become part of the office of the Government Machinery. It was merged with the staff inspection unit of the establishment secretariat to form management services divisions in 1972. MSDs function and responsibilities were to conduct management consultancy and operational audit of ministries and departments and public boards and corporations either at the request of the institutions or a superior authority.
Following the recommendation of the commission on the structure and procedures of the civil service (Okoh commission), the division was made to focus its activities on improvements in the civil service and the outfit became one of the key division of the office of the head of civil service.

MSD exists to lead the civil/public service, to implement policies and strategies on institutional development and performance, build capacity in support of the attainment of their mandates using competent staff, modern technology and public / private partnerships.

To us, service provision to our clients (MDSs) should be underpinned by knowledge and experience. In view of this, MSD is always in search of new ideas and best practices appropriate to the needs of our client. We consider it as paramount the transfer of these knowledge and skills to our clientele through process consulting, where appropriate. Every client is unique to us and as a consequence, our work methods and outcomes, thought having the benefits of experience in similar situations, are client unique. Our obligations is to give ideas, advice an objective point of view to help the MDAs make decision that are practical and sound.
We have a policy of not suing readymade templates which could `be used by less qualified personnel in analyzing and preparing client reports. In view of this, our reports do not only show elements of analytical insights, practical import and relevance, but they also provide elements of creativity and compactness and above all implementability in unique problem situations.
