  • Provide technical assistance to the government through the appropriate sector ministry to monitor and coordinate public sector performance.

  • Grading of public service posts

Support for reforms Structure and Operations of MSD. Structurally MSD is a policy implementing department serving as a public sector consultancy organization, reporting to the Head of Civil Service.

The organization is headed by an Executive Secretary, who is supported by the Management consulting division (with three consulting units)where management analysis are located, and a support service division (see attached organizational chart below)

The organization conducts its key operations through a system of pre-arranged annual consultancy schedules including operational review and management audits for the entire public sector. The schedules are headed by Chief Management Analysis and each schedule will be responsible for a number of Ministries, Departments, Agencies (fully and partially subverted) and Local Government and Public Commissions.

The support service is comprised of finance, procurement and stores, human resources and welfare and technical services. This unit will be headed by a principal management analyst and schedules handled by designated management analysts.
